Install VS 2010 (the installation needs a my.visualstudio.com account. Need to create and then installed to be used.
Install DevExpress

The app.config in STAR.StarDataAccessLayer have to be changed to the following
Create a new branch to develop in so we don’t get confused on the changes that have to be made.
Use the STAR_L1_DEV_Client_MiddleTier (the WCF services will auto compile along side the UI making it much easier to check if the client is working).
Right now this has to be changed to the port every time you use boundary to make it connect to the database.
